ISO 9001 is the current world benchmark for Quality Management System certification for organisations active in all sectors of production, irrespective of size.
 
Therefore, the standard stresses the following aspects of management system development:
  • full customer/client satisfaction;
  • envisaging business concerns as a set of closely related procedures aiming;
  • at providing products  meeting with set requirements at all times;
  • appreciating the importance of ongoing improvement of performance rating.
Quality management involves managing efficacy and efficiency of procedures
through:
  • knowledge, management and monitoring of procedures;
  • ability to involve human resources;
  • recognising the prime role of corporate top management.

The new standard requirements are pinpointing the procedure stages that generate market “value”, and considering business concerns as a set of linked players (customers/suppliers). Within this context, each process receives inputs from “internal/external suppliers” and provides “internal/external customers” with products or services.

Other important changes appearing in the latest version are:
  • extended possibility of application to service companies;
  • approach fully compatible with integrated management  through other certifiable standards (e.g. ISO 14001, OHSAS 18001).



Certification procedure

The steps we foresee for problem-free certification are as follows:
  • drafting an economic proposition (not binding);
  • stipulating a certification contract;
  • requested documentation is submitted by organisation;
  • visit to business concern for the purpose of inspection by expert assessors;
  • CSQA and IQNet certificate issue and entering of organisation in CSQA and Sincert registers.

Inspections are then carried out on a yearly basis to ensure that the Quality System is applied at all times in compliance with the standard.

ISO 14001 international voluntary standard may be adopted by all public or private sector organisation typologies.
 
It lays down Environmental Management System requirements and one of its positive features is that it can be seamlessly integrated with other management systems complying with specific standards (ISO 9000:00, OHSAS 18001). It is also a pre-requirement for EMAS registration, if wished.
 
Environmental analysis must at first be carried out for the recognition of compliance to Management System ISO 14001. The context within which the organisation is operational must be studied in depth.
 
To this purpose, all technical, scientific and legislative information indicating the current environmental characteristics of the organisation’s activities, products and services is gathered.
 
On the basis of the resulting profile, the Environmental Management System is put in place and maintained over time in compliance with the ISO 14001 standard.

Presentation

Organisations aiming at EMAS European acknowledgement in compliance with the requirements laid down in EC Regulation 761/2001 will have to implement an Environmental Management System and draw up a document (Environmental Statement) providing historical information, environmental policy and activities.
 
They must also provide on-site environmental analysis results and information based on data raised regarding the environmental issues.
This documentation must be clear, truthful and reliable.
It is important to note that it must take the form of a public declaration.

  • issue of attestation of Validation of Environmental Statement and entering in the list of organisations that have obtained EMAS Validation. Such organisations may then apply to the EMAS Committee for entering in said Committee as a registered member.



Why CSQA

CSQA is one of the few EMAS accredited assessors for Agricultural and food sectors in Italy.

In order to provide objective, credible information on product and service environmental performance ratings, environmental impact must be assessed (LCA – Life Cycle Assessment) over the entire product life cycle: design, sourcing of raw materials, production, distribution, consumption, use and disposal (discarded or recovered/recycled after use).
 
This information enables environmental management of the product as well as of any impact the product may have. It also enables an assessment of the optimal technological resources to be used for the product in question.
 
A further consideration concerns the corporate image benefits deriving from LCA.
LCA certification requires compliance with  ISO 14040 standards.
 
CSQA has certificated the LCA study of  Grana Padano PDO.



Presentation

Given the Swedish standard, MSR 1999:2 (application of the ISO TR 14025 standard), it is possible to certify Environmental Product Declarations (EPD). These marks/declarations are a fundamental tool for enabling sustainable buying policies and for an assessment of the “environmental quality” of products.
 
In order to be suitable for certification (or, better to say, validation), the environmental features of the product, described in the Environmental Product Declaration, are to respect the minimum values fixed  by the PSR - Product Specific Requirements.

Product Specific Requirements (PSR) have already been established for products' categories by the certification scheme EPD, and represent the reference for any Environmental Declaration of a Product to be validated.
 
Should a specific PSR not exist,  the organisation interested in the validation is to suggest the PSR for that product category; certification will follow within one year (this phase would therefore be considered a pre-certification).



Why CSQA

Because the prestige and the competence of the Board awarding the certification give a value added to the obtained certification.

CSQA has always been engaged in the protection and safeguard of the territory.



Presentation

Many countries are now in favour of adoption of PEFC certification. The PEFC is issued as a result of compliance with a number of criteria and indicators laid down by the Ministers' Conference on the Protection of Forests in Europe (Helsinki, 1993; Lisbon 1998).
 
The PEFC procedure applies to the entire wood supply chain:
  • he Sustainably Managed Forest (SMF) certificate is issued during the production stage. Organisations applying for this certificate must implement a management system that complies with PEFC criteria and indicators. Forest and forest grounds management and use are assessed from the sustainable development angle.
  • The CoC (Chain of Custody) certificate is issued during the processing stage. Organisations applying for this certificate must guarantee certified raw material (wood) traceability. The raw material is certified during the processing stage and proof must be provided at all times that the wood is from certified forests.
Only then can SMF and CoC certified products receive the PEFC mark. Benefits include greater visibility and access to international markets.

Presentation

The Emission Trading System (EU ETS) is a system of  trading emission shares of greenhouse effect gases for European Union Countries.
  
This system allows an industrialized country to sell another country the surplus rights coming from a reduction of its own emissions behind its engagement threshold on the basis of Kyoto protocol.
 
In Italy, starting from 2006 the managers of implantations of involved sectors must  record and advise their CO2 emissions to the National Competent Authority (Ministry of Environment and of Productive Activities) within the31st March of each year.

Emissions must be verified and validated by an indipendenti board, such as CSQA, and cannot exceed the yearly limits stated by the same Authority. In case of excess, sanctions are possible.
CSQA has already started its activity to carry out following services:
  • analysis of all the activities made at the implantation  and control of the completeness of the emission sources coming from implantations submitted to the Regulation (Strategical analysis);
  • evaluation of the correctness and reliability of data gathered for the calculation or measure of the emission advised to the Ministry (process analysis);
  • assessment of absence of material mistakes in the emission data advised and  individuation of the sources where a high error hazard has been found (hazard assessment); 
  • drawing up of a report on the validation process to assess if the communication is conforming or not.

CSQA has obtained the accreditation for the verifications of Emission Trading by the Ministry of the Environment .
  
Moreover, it is accredited by Sincert for the certification of Environmental Management Systems according to ISO 14001 standard.
  
Besides, it is environmental assessor accredited EMAS by the Ministry of Environment according to Regulation 761/2001.

UNI ISO 14064 (GHG -Greenhouse gases) standard intends to supply governments and industrial world with a common instrument to assess, manage and reduce the greenhouse gas emissions.
 
The application of UNI ISO 14064 presents important advantages:
  • promoting the coherence, the transparency and the credibility in the emission counting and, at the same time, promoting their surveillance, the verifications and the issue of reports;
  • allowing businesses to identify and manage the hazards and the responsibilities linked to the harmful emissions of greenhouse gases;  
  • facilitating the dealing of emission permits and credits;  
  • enhancing the design, the development and the application of initiatives and programs aiming to the pulling down of pollutants.



Presentation

Biomass from agricultural and forestal origin can be considered renewable and therefore inexhaustible resources, provided that they are used at a rate not higher than their renewal capacity. This arises the need to state the economical and environmental criteria for the use of biomass.
  
One of the main problems faced by the development and, mostly, the maintenence of biomass plants is the provisioning of agricultural/forestal origin, meant both as production and also as gathering, storing and transport.
 
The certification applies, in a general way, to biomass users, who can be owners and/or managers of plants of biomass exploitation.
 
Here are the features for which a certification is possible:
  • traceability and provenance of biomass 
  • absence of controversial sources 
  • energy balance of agro-energetic cycle 
  • balance of GHG of agro-energetic cycle

The SA 8000 standard makes reference to conventions and recommendations put forward by ILO (International Labour Organization), the Universal Declaration of Human Rights, the UNO International Convention on the Rights of Children, and the United Nations Convention against all forms of discrimination against women.

Compliance with eight social requirements is needed, with regard to:
  • child labour
  • forced labour 
  • health and safety 
  • freedom of association and right to take part in collective bargaining     
  • discrimination 
  • disciplinary practices 
  • working hours 
  • remuneration policies
For such certification, the business concern is required to start up a Social Management System (SMS) that complies with the above standard requirements.

Steps:
  • organisations submits an application to CISE for an economic proposition;
  • drafting an economic proposition;
  • stipulating a certification contract between the applicant organisation and CISE, after which CISE entrusts the task of assessment and inspections to CSQA.
  • visit to business concern for the purpose of assessment by CSQA’s expert auditors;
  • issue of certificate of compliance by the CISE Certifications Committee.
If the organisation in question is not in a position to undergo assessment but wishes in any case to publicise its willingness to undergo the certification procedure,
it may apply to CISE for an attestation of Applicant status (valid for one year; renewable).



Why CSQA

CSQA is a member of the Network Lavoro Etico (ethical labour network) created by CISE (Centro per l’Innovazione e lo Sviluppo Economico – Centre for Innovation and Economic Development –, a special statute corporation of the Chamber of Commerce for Industry, Agriculture and Handicraft of Forlì and Cesena).

ISO 22000 "Food safety management systems- Requirements" is a voluntary standard  for the certification of safety management systems in food-related fields.
The main goals of this new rule are:
  • the harmonization of the various specific standards concerning food safety
  • the supply of a tool to develop the HACCP method during the whole production chain of food sector.
The standard applies to all the actors involved in the food chain:

The BRC standard (Technical Standard and Protocol for Companies Supplying Retailer Branded Food Products) was developed by the British Retail Consortium, which represents the leading British retailers, in collaboration with UKAS (United Kingdom Accreditation Service), the national accreditation body in Britain, and recognized by it.
  
Established in 1998 to guarantee that the branded products were obtained in accordance with well-defined quality standards and in compliance with fixed minimum requirements, it constitutes a model recognized in England which is spreading rapidly today through European Countries.
 
Its current configuration has been developed by the most important names amongst British retailing companies.
ISACert is the world reference certification body for IFS and BRC standards.
 
ISACert has chosen CSQA, by an exclusive agreement, as sole representative in Italy, acknowledging its role of leader as for the competence in the certification of the Italian agri-food sector.
  
The internationalism of these standards derives from its approval by the GFSI (Global Food Safety Initiative), an initiative in which forty states from Europe, North America and Australia participate, and whose main purpose is to reinforce and promote the safety of foodstuffs along the entire supply line.
  
The GFSI has prepared and set out the key criteria which a standard must possess in order to be approved and, as a consequence, to be able to enjoy mutual recognition by all the member states.

The IFS standard (International Food Standard) is the equivalent of the BRC for countries in the central Europe area (Austria, Switzerland, France and Germany).
A consortium has been developed associating the most representative retailing companies in Central Europe. Its purpose is to encourage the effective selection of branded food suppliers of the retailers on the basis of their ability to supply safe products which comply with the contractual specifications and legal requirements.
Version 5
The Version 5 of IFS Standard was published on 1st August 2007; it became compulsory as of 1st April 2008 and is the fruit of the co-operation not only between HDE and FCD, representing respectively German and French retailers who had already worked together for the laying down of version 4, but included also Federdistribuzione, the body gathering and representing the Italian organized big retail, Ancc (Associazione nazionale delle Cooperative dei Consumatori – Italian National Association of Consumers' Cooperatives) and Ancd (Associazione Nazionale Cooperative tra dettaglianti – Italian National Association of Retailers' Cooperatives).

Presentation

In Russia, on the basis of 1992 laws about the defense of consumers' rights, the main part of products meant for commercialization on home market of the Federation must be certified.
 
The Gosstandart (Russian Ministry for the Standardization, Certification and Accreditation), who, in force of a government's charge, supervises the surveillance activity on the quality of products, has laid down to this purpose a program for products' certification named GOST R who states procedures, specific tests and the use of certificates and conformity marks.
 
The Gost Ukr certification – needed to export foodstuffs to Ukraine – is based on the same principles and the same methodologies as Gost R certification.



Why CSQA

The Gosstandart has patronized, since 1998, the opening of an authorized office in Italy, in Genua, organized by VNIIS (All Russian Institute for Certification) in partnership with QSA.
   
The agreement between CSQA and QSA, exclusive for agri-food sector, allows  CSQA to award GOST R and Ukr certification, indispensable to export to the whole Russian Federation and to Ukraine.

Agri-food product certification is a means to cope with modern marketing needs (positioning, premium pricing of products, and product differentiation).
Business concerns apply for voluntary product certification to provide the market (customers, consumers, public opinion) with guarantees and assurances that their products comply with certain declared requirements.
Adoption of certifiable requirements reflects the producer’s desire to inform consumers of some significant, specific characteristics of its products.
 
Voluntary product certification is a formal act whereby a third party (an agency such as CSQA) declares that a product may reasonably be considered compliant with the specifications provided in a reference document accompanying the product in question.
 
Four conditions must be satisfied before an application can be made: Organisation (either a single business concern or various associated or related business concerns) submitting a Company Product Regulation, product to be certified (list of the characteristics which are verifiable and/or measurable), independent certifications agency
with competence within the sector, a norm (which may take the form of a specific standard or a document drawn up and published by the certifications body, or a document submitted to said agency).

ISO 22005:2007 “Traceability in the feed and food chain – General principles and basic requirements for system design and implementation”.
 
ISO 22005:07 absorbs Italian rules UNI 10939:01 about “Traceability system in agri-food supply chains” and UNI 11020:02 about “Traceability systems in agri-food companies” and applies to the whole agri-food sector, including production of feed.
 
Such a regulation will become the international reference document for the certification of agri-food traceability systems.
 
The implementation of  traceability systems in agri-food companies and supply chains represents an indispensable tool not only to cope with law obligations, but also to add value to specific characteristics of a product, such as the origin/territoriality and the peculiarity of ingredients, and to satisfy customers' expectations (meant both as a retailers and as the final consumer).
 
The traceability system, alone, cannot guarantee the safety of foodstuff, but it can surely give an important contribution to the achievement of this goal.
 
In fact, whenever a hygienic-sanitary non conformity arises, it allows from one side to go up and retrieve the point of the supply chain where the problem has originated, and from the other side to proceed, if needed, to the “punctual” product recall.

According to DTP 035, the certification of Controlled Supply Chain attests that, with reasonable reliability, product traceability is guaranteed and documented during the whole supply chain and that hygienic-sanitary requirements according to HACCP criteria are managed in each phase.

GLOBALGAP lays down Good Agricultural Practice, Gap, referring to essential elements for the exploitation of the best practice applicable to agricultural companies,  cultivations and produces, breedings.
  
The protocol was created by Eurep (Euro-Retailer Produce Working Group), the union of some of the main European dealing strings, in order to cope with the increased requirements about food safety and respect of environment.
  
The first published standard was EurepGAP Fruit and Vegetables, who was then integrated by EurepGAP IFA (Integrated Farms Assurance), a modular standard for agricultural production and breeding.
  
The protocol is about managing requirements on traceability, environment (history and management of site, management of grounds and waste materials), product (plant protection products used, irrigation techniques, crop protection, post-harvest processing) and occupational health, safety and welfare and various company management aspects.
  
Two certification options may be considered for:
  1. individual farms
  2. co-operatives or associations of farms

CSQA has been authorised by Globalgap for certification and is accredited by Sincert.



Presentation

QS system (acronym for Quality & Safety) is a system of quality insurance aiming to offer quality guarantee from the field (agricultural or breeding phase) to the shop counter.
 
QS system was born in 2001 with the stating of guidelines for the “meat” sector, but gradually the program developed involving also lots of other agri-food sectors.
 
QS certification is required by German retailers as a guarantee of the products' quality and to ensure a production basis (product variety, access to the pattern) suitable to satisfy the requirements of Retail.
 
It is a B2C (business to consumer) certification, of which the consumer is directly informed by using a logo appearing directly in the label.
 
Presently,  QS agri-food certification system counts about twenty rules on organization and control, resulting in a chain coordinated system.  Involved sectors are feedstuffs, meat (in particular birds and pigs), fruit and vegetables.



Why CSQA

Membership to QS program obliges producers to be checked by a recognised control board.
CSQA has obtained the authorisation to carry out certification service for QS standard (fruit – vegetables – potatoes – breeding sector and transformed products).



Presentation

Controlado por FACE (Federation of Spanish Associations of Celiacs) is the Spanish standard for Glutine free products.
 
The maximum admitted threshold for glutine is 20 parts per million.



Why CSQA

CSQA has obtained the authorisation to certify products according to standard Controlado por Face.

Growing consumer awareness with regard to foods characterised by firmly established links with the area of origin, and the many actions taken to enhance the value of, and promote, local production, traditions and products are responsible for the growing success of typical products over the last few years.
 
The European Union recognises the measures already taken within various member countries and considers it necessary to provide recognition and protection for such specific product classes. Consequently, two EU regulations lay down procedures regulating recognition, registration and protection of said products:
  1. EC Regulation 2081/92 concerning Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI).
  2. EC Regulation 2082/92 concerning Traditional Speciality Guaranteed (TSG).

characteristics are owing exclusively or essentially to the geographical area of origin.
 
Traditional Speciality Guaranteed are issued for agri-food products which are not specifically associated with a given geographical area. They are nevertheless characterised by the traditional nature of raw materials used, or composition or processes involved in production.
 
Said EC Regulations lay down requirements and procedures for registration, product manufacturing process specifications, and procedures to be adopted for control over time.



Registration procedure

  • The group of producers applying for registration must submit a formal registration application (accompanied by a Company Production Regulation) to the National Authority and the Ministry for Agricultural (MIPAAF)
  • MIPAAF assesses the submitted application and pertaining Company Production Regulation and requests a specific opinion from the pertaining Regional government.
  • If the application is considered valid, MIPAAF publishes the application in the Official Gazette together with the pertaining Company Production Regulation
  • If no objections are made, MIPAAF submits the application and pertaining documentation to the European Commission
  • If no objections are made by member states, the European Commission publishes a regulation in regard to said registration. It registers the producers and grants the requested denomination.



Compliance control

CSQA, as the control body indicated by the producers, prepares a Controls Plan for the products in question and submits it to MIPAAF. This document is drawn up on the basis of the requirements specified in the Production Regulation and laid down by specific ministerial regulations.
The document is examined by a group of technical auditors convened for this purpose by MIPAAF. If the document is approved, CSQA is authorised to carry out compliance controls.

CSQA meets requirements regarding its status as a third party and as an independent, competent body endowed with adequate resources (as required for Control Bodies).
 
CSQA is currently a Control Body authorised by MIPAAF for 36 protected (PDO, PGI, TSG) products belonging to various product classes (dairy products, meat, oils, fruit and vegetables).



What is Regulation 1760/00

CE Regulation No. 1760 of 17/7/2000 states labelling obligation for bovine meats and for bovine meat-based foodstuff in order to allow product traceability during all production phases and to supply a transparent information to the consumer.

Labelling foresees compulsory and  voluntary indications, who must be preventively  authorized by MIPAAF (Ministry for Agricultural Policies).



What is Ministerial Decree 29/07/04

The Ministerial Decree of 29/07/04  (abrogating decree 465/99) about voluntary labelling system for bird meat foresees that only Organisations autorised by MIPAAF (Ministry for Agricultural Policies), through a system similar to the one in use for bovine meat, can state some particular informations in the labels of I and II working of bird meat:
a) a reference number  or code showing the link between meat and breeding production lot (traceability).
b) Country of the company producing chicks or hatchery (name and registered office);
c) Country of breeding and fattening (name and registered office);
d) Country and slaughterhouse of slaughtering;
e) sectioning laboratory;
f) feeding;
g) kind of breeding;
h) race or genetic type;
i) age of slaughtered animal and fattening period (only if combined with informations as per points f) and g) excluding the category “cockerels”);
j) slaughtering date.
  
The voluntary system states that each Organisation can prepare its own Specification  and submits it for approval to the in-charge Authority, appointed for each member State in which production or sale of these meats take place, (in Italy: MIPAAF).
 
The labelling system for bird meat foresees that a Third board, recognised by the in-charge autority and appointed by the Organisation, carries out control activity on the whole production cycle: feed makers, breedings, slaughterhouses, sectioning laboratories, retailers carrying out labelling on pre-wrapped bird meats etc.



Why CSQA

CSQA, authorised by the Ministry, carries out control functions towards slaughterhouses, breedings, feed makers, hatcheries, retailers, sectioning laboratories and registered offices of authorised organisations working in the sector of bovine and bird meat, executing verifications according to the schedule stated by the regulation and by the Control Plan, specific for each organisation and approved by MIPAAF.

FAMI-QS represents a European code (voluntary and recognised within  FEFANA – European federation gathering companies of the sector of production of additives for breed and pre-mixed stuffs) of good practice for companies working in the sector of additives and pre-mixed stuff for feed and aims to manage processes and products in ways suitable to guarantee hygienic-sanitary safety.
  
FAMI - QS harmonizes with CE Regulation183/2005 requirements, promoting the implementation of good practice codes in the feed production cycle.
 
The official adoption of FAMI – QS establishes a formal link between voluntary field and regulations about the hygiene of animal feed. This means that the operator adopting FAMI – QS standard complies thoroughly to law requirements.

GMP+ is a certification pattern referring to production, transport and dealing of feedstuffs.
 
The Dutch Agency for Animal Feedstuffs (PDV - Dutch Animal Feed Board) exploited a behaviour code to cope with expectations of consumers, foodstuff producers and retailers.
 
GMP+ requirements ask for the proper use of additives and products for veterinary surgery.
 
Moreover, the control of level of undesirable substances and products such as heavy metals, pesticides and aflatoxin is required.

BRC/IoP (British Retail Consortium - Institute of Packaging) standard is a derivation of BRC Food standard. Its goal is to guarantee the hygienic-sanitary safety of packaging materials for foodstuffs, when they interact with food, in order to enable the Retailers and the food companies to satisfy thoroughly their law obligations, so safeguarding the consumer.
 
All the companies working in foodstuff sector are involved, apart from dimensions and complexity. However, it is possible to affirm that this standard's requirements apply mainly to the producers of goods with retailer's brand.
 
Briefly, the core points of the standard are:
  • The adoption of a riks assessment system (according to HACCP method) 
  • A documented system of technical management
  • Control of production environment, processes, products and staff.

GMP FEFCO/ESBO standard  for solid and corrugated card-bord has been created by the European Federation of Corrugated Card-board Producers and by the European Organisation of Solid Card-board to the goad of spreading at producers and suppliers of corrugated card-board packaging the hygienic requirements already existing for agri-food sector, so as to cope with market's requirements.

Education, training and  of OHSAS 18001 represents an organisation tool allowing to manage in organic and systematic way the safety of workers without upsetting the company's organisation structure, relying on following requirements:
